With a deep understanding of their own needs, communities in Africa have long found their own ways of addressing the challenges they face. But community voices are all too often ignored and their solutions overlooked in the development of the laws and policies that affect them. It is those most on the margins who have traditionally been the most overlooked: children, women, sex workers, the LGBTI community and injecting drug users are most at risk of contracting and transmitting HIV precisely because of their marginalised position in society.
