“Planning is bringing the future into the present so that you can do something about it now,” says writer Alan Lakein. Much has been achieved since the early days of the NACOSA ‘movement’ – when we helped shape the very first National Strategic Plan in 1991. Over the years we have worked to bring community voices into national and provincial response planning. And there is now little question of the pivotal role of civil society in the HIV and AIDS response – in service delivery, coordination, planning and through deep engagement with communities. Reaching Real People: Groundwork for Getting to Zero. In December 2009 South Africa received news of its successful Global Fund Round 9 country application and NACOSA was elated to be selected as a civil society Principal Recipient (PR) – a first in South Africa. This meant receiving and directly channelling money to many organisations in the HIV/AIDS sector.

The Annual Report 2013 is all about an exchange of ideas. It is a dialogue with our network, staff, funders and stakeholders around what we’ve achieved this year and our plans for the future. Most importantly, it is a conversation on the change we’ve seen in communities and about how we can work to build healthy, productive communities in South Africa.

Funding, systems and plans are all important in achieving the global goal of ending AIDS by 2030 but it is people who ultimately influence the thrust of the AIDS response. This annual report is our salute to all the people who work in the AIDS response in South Africa – and beyond – without them, the ambitious goal of ending HIV, AIDS and TB by 2030 will simply not be possible.

With a deep understanding of their own needs, communities in Africa have long found their own ways of addressing the challenges they face. But community voices are all too often ignored and their solutions overlooked in the development of the laws and policies that affect them. It is those most on the margins who have traditionally been the most overlooked: children, women, sex workers, the LGBTI community and injecting drug users are most at risk of contracting and transmitting HIV precisely because of their marginalised position in society.

10 years of turning the tide NACOSA celebrates its 10th year! With a history rooted in the development of the first National AIDS Plan for South Africa, we have developed and put in place a three-tiered model of capacity building, networking and promoting dialogue to build a sustainable civil society response to HIV, AIDS and TB.
