Tender: Clean Injecting Equipment

In South Africa, People Who Inject Drugs (PWID) are identified as a key population, meaning that they are “a group of individuals that are most likely to be exposed to HIV and transmit it”.[1] People Who Inject Drugs are very vulnerable to HIV, TB and Hepatitis due to sharing of needles. The PWID programme will reach People Who Inject Drugs in seven identified districts across four provinces in South Africa. In order to reduce the vulnerability of the PWID population in the identified districts, NACOSA seeks to provide clean injecting equipment to the PWID population through this tender.


Please note: The number of needles and syringes have been corrected to 15 across the Terms of Reference below.

Q: Will one supplier be appointed to service all 4 provinces? Or will consideration be given to appointing one supplier per province?
A: We will appoint one supplier for all provinces.

Q: The delivery points within the centres/provinces, will it be to one location within the centres/provinces only?
A: Yes it will be to one location at the implementer’s site: NMB – PE, KZN – Durban, Umgungundlovu – Pietermaritzburg, COJ – Johannesburg, COCT – Woodstock, Cape Town, Sedibeng – Johannesburg, Ekurhuleni – Thembisa.

Q: Even though the quantities may vary, will the call-off only be 4 times in the year (as per the proposed dates)?
A: Yes.

Q: Confirm if needles are 15 or 10.  As one section states 15 and another 10.  For sterile needles each one is blister packed.  We cannot put 10 needles without blister pack in plastic packet as they will not be sterile anymore when pack is opened.  In box of 100,  needles come in rows of 10.  Do you want 10 in row in a plastic packet?
A: We wanted 15 per bag. Please indicate if this is not possible and suggest a solution.

Q: For sample is it okay if we place orange needles with picture of pink needles that will be supplied if we are successful as we have the orange in stock?  In the event manufacturer does not get pink needle samples to me on time.
A: Yes, just note this and provide photos or details on the Pink needle.

Q: Personalised sharp container?  Will you supply us on what needs to go on label?
A: We will provide details for the label on the container. Service providers to make provision for label costs.

Q: Tourniquets – will these products be INCLUDED in the pack when the HRP’s are distributed? Or must the tourniquets be a separate delivery to the various provinces/centres?
A: The tourniquets are to be delivered with the harm reduction packs but packed separately.

Q: 0.3L Sharps Container – will these products be INCLUDED in the pack when the HRP’s are distributed? Or must these sharps containers be a separate delivery to the various provinces/centres? What is meant by “personalised”? Is branding required or provincial crests – please elaborate?
A: The sharps containers are to be delivered with the harm reduction packs but packed separately. Personalised means that they are sharps containers for individuals. NACOSA can provide the information to the supplier on what should be on the label.
